The UN Security Council voted on Tuesday to impose a travel ban and an assets freeze on individuals in Darfur who violate a cease-fire and are responsible for atrocities against civilians.
The US-drafted resolution would also forbid the Khartoum Government from offensive military flights into Darfur and says it should notify the Security Council before Khartoum sends military equipment to its western region.
The United States was not able to overcome objections from Sudan's allies, such as China, Russia and Algeria, and threaten an oil embargo or impose tougher sanctions in Darfur, where security is deteriorating.
The vote was by 12 to 0 with three abstentions: China, Russia and Algeria.
The sanctions will be initiated in 30 days against unnamed persons drawn from a Security Council list.
Tens of thousands of people have been killed and some 2 million have been herded into squalid camps.
The African Union is currently the only bulwark against atrocities in Darfur, fielding a force of some 2,000 soldiers and observers.
Last week the Security Council authorised 10,000 troops to monitor a peace agreement for southern Sudan but it has had difficulty agreeing on action in Darfur.
